Information system “Wholesale electricity market”

After completing the registration procedure, the Balance Responsibility Party will receive:

  • balancing contract, signed by the Public Company “Moldelectrica”;
  • Full access to the Wholesale Electricity Market of the Republic of Moldova, including the necessary data for logging into the “Wholesale Electricity Market” information system.

The information system of the “Wholesale Electricity Market” consists of three modules:

  • Bilateral Contracts [BC];
  • Balancing Responsibility [BR];
  • Provision of Balancing Services [PBS].

 

Module “Bilateral Contracts [BC]”

 

The “Bilateral Contracts [BC]” module ensures access for each market participant to the following options:

  • Registration of bilateral contracts;
  • Transmission of notifications regarding the quantities of electricity to be sold/purchased through contracts on the delivery day.

Based on the validated notifications, the "Wholesale Electricity Market" information system calculates the net position of each market participant for each trading interval of the delivery day.

Module “Balancing Responsibility [BR]”

 

In the “Balancing Responsibility [BR]” module, each Balance Responsibility Party ensures access to the following options for each party:

  • At the BR level - transmission of physical notifications for each dispatcher interval of the delivery day;
  • At the balancing group level – transmission of aggregated physical notifications for all members of the balancing group to the group’s balance responsibility manager as the BR;
  • For BRs that operate production units and/or dispatchable consumption points, transmission of availability declarations for each production unit and/or dispatchable consumption point.

Based on the validated physical notifications, availability declarations, and processed data from measurement equipment, the Balance Responsibility Party receives the Monthly Information Note, which contains information about the imbalances of all BRs/balancing groups at an aggregated level, and the Monthly Settlement Note corresponding to the specific BR/balancing group. In case of a transfer of balancing responsibility, the Monthly Settlement Note is received by the responsible group manager.

Module “Provision of Balancing Services [PBS]”

 

For full access to the “Provision of Balancing Services [PBS]” module, the wholesale market participant is required to go through the registration procedure as a participant in the electricity balancing market, the result of which is inclusion in the Register of PBS Participants. More details about the PBS registration procedure can be accessed in the PBS Participants Registration section.

 

The “Provision of Balancing Services [PBS]” module allows the PBS participant the following actions:

  • Submitting daily offers for balancing electricity corresponding to the availability declarations of production units for each dispatch interval;
  • Submitting fixed offers for each production unit (except for production units where the available power is determined by the inability to actively control the availability of the primary energy source).

Based on the daily and fixed offers, selected by the TSO, the PBS participant receives the Monthly Information Note of PBS, the Monthly Settlement Note of PBS, and the Monthly Settlement Note for penalties for partial delivery of balancing electricity.
