Renewable Energy Sources
State Policy on Renewable Energy Sources
Issues related to renewable energy sources as a real alternative compensating for the lack of other domestic energy resources are regulated in accordance with EU policy supporting the production of electricity from renewable sources, based on the following laws and regulations:

Law on the Promotion of the Use of Energy from Renewable Sources of 26.02.2016, developed in consideration of Directive (EU) 2018/2001 of the European Parliament and of the Council of 11 December 2018 on the promotion of the use of energy from renewable sources (recast);

Integrated National Energy and Climate Plan (INECP) 2025–2030, which represents a concrete action plan for achieving decarbonization goals;
-
National Development Strategy “European Moldova 2030”;
-
Energy Strategy of the Republic of Moldova until 2050.
The state policy in the field of renewable energy is implemented through sectoral and local government programs. The implementation of these policies is monitored by the central specialized public authority in the energy sector.
The principles of the state policy on renewable energy are as follows:

adjusting national legislation to EU norms and standards;

promoting renewable energy, energy efficiency, and energy saving through support schemes and measures provided by law;

exercising state administration in the field of renewable energy;
-
granting priority access to electricity from renewable sources;
-
ensuring access of individuals and legal entities to information on the production and use of renewable energy and energy efficiency;
-
developing goals and measures to promote energy efficiency and reduce greenhouse gas emissions;
-
reducing dependence on fossil fuels and improving energy efficiency in all sectors;
-
improving the reliability and efficiency of networks to ensure a safer and more efficient supply of electricity.
The state policy aims to achieve the following objectives:

diversifying local primary energy resources;
-
achieving a share of renewable energy in gross final energy consumption of at least 27% by 2030;
-
increasing energy security;
-
developing competitive energy markets and regional integration;
-
regional and local development;
-
assessing the possibility of integrating electricity storage systems into the grid;
-
promoting cooperation between central, regional, and local public authorities;
-
ensuring safety, health, and labor protection in the development of renewable energy;
-
promoting and encouraging energy efficiency, energy saving, cogeneration, district heating and cooling, and increasing the share of renewable energy;
-
encouraging international scientific and technical cooperation and implementing international scientific and technological advancements in renewable energy;
-
supporting self-generation and decentralized electricity production;
-
ensuring communication and raising public awareness in the field of renewable energy.
Integration of Renewable Energy Sources into the Energy System of the Republic of Moldova.
The State Enterprise “Moldelectrica” actively participates in the process of integrating renewable energy sources (RES) into the power system of the Republic of Moldova.
As of 01.10.2025, connection permits have been issued for power plants connected to the transmission network with a total capacity of approximately 1.4 GW. Detailed information is available in the section

Connecting RES to the Transmission Network of “Moldelectrica”
Between 2010 and 2025, 41 power plants with a total capacity of 273.06 MW were commissioned.

For generating units, in addition to the requirements listed in the section Connection to the Electric Network, General Requirements for Generating Units approved by ANRE Decision No.108 of 01.03.2024 have been developed.
