Electricity Market
PRE registration
In accordance with ANRE Decision No. 283 of 07.08.2020 on the Approval of the Rules for the Electricity Market, each participant in the electricity market, acting as a Balancing Responsible Party (BRP), assumes financial responsibility to the Transmission System Operator (OST) for imbalances caused by deviations from the coordinated schedules previously submitted to the OST for its entire production, procurement, import, consumption, sale, or export of electricity.
To register as a BRP, the applicant must:
- Hold at least one of the licenses for supply/distribution/transmission, or own a power plant;
- Possess an EIC code of type “X”;
- Submit financial guarantees in accordance with the "Procedure for Establishing, Updating, and Using Financial Guarantees";
- Accept the Standard Balancing Contract, approved by ANRE Decision No. 258 of 21.06.2021;
- Complete the application form for registration as a BRP (Annex No. 1 of the Procedure "Requirements for Registration as a BRP");

Attach the following reference documents:
- A copy of the company registration certificate;
- A copy of the VAT certificate (if VAT registered);
- A copy of the ANRE license or proof of owning a power plant;
- BRP contact details (Annex No. 2 of the Procedure "Requirements for Registration as a BRP";
- A completed list of the capacities and technical characteristics of generating units and/or consumption locations (Annex No. 3 of the Procedure "Requirements for Registration as a BRP");
- An annual electricity forecast for producers and/or consumers (Annex No. 4 of the Procedure "Requirements for Registration as a BRP");
- An application for determining the amount of the Financial Guarantee (Annexa No. 1 of the "Procedure for Establishing, Updating, and Using Financial Guarantees");

In the case of transferring balancing responsibility, complete the application form for transferring balancing responsibility (Annexa No. 5 of the Procedure "Requirements for Registration as a BRP). In this case, completing the application for determining the GF amount is not mandatory.
After completing the registration process, the BRP obtains:
- A Balancing Contract signed by S.E. "Moldelectrica";
- Full access to the wholesale market, including login credentials for the “Wholesale Electricity Market” information system.
