Quality of service

The evaluation of the reliability and quality of the electricity supply in the Republic of Moldova is regulated by ANRE Decision No. 406 of 25.02.2011 regarding the approval of the Regulation on the quality of electricity transmission and distribution services.

This regulation sets the service quality indicators that reflect the continuity of electricity supply and the quality of the relationships between the transmission system operator, distribution network operators, and end-users, as well as the consequences of failing to meet the established values of these indicators by the transmission system operator and distribution network operators.

To assess the continuity of the electricity transmission service, the transmission system operator records/calculates the following general quality indicators:

a)    the number of long-duration interruptions;
b)    the total duration, expressed in minutes, of long-duration interruptions;
c)    the quantity of energy not delivered, ENS (Energy Not Supplied), defined as the energy not supplied to final consumers due to interruptions;
d)    the average duration of interruptions, AIT (Average Interruption Time), which represents the average period, expressed in minutes, during which the electricity supply was interrupted over the course of the year.

ENS and AIT indicators for the period 2012 – 2019:

No. AD, annual volume of transported electricity, MWh ENS, energy not delivered, MWh ENS, % of total volume AIT, average duration of interruptions, min/year
