The process of connection to transmission electric grid is performed in accordance with Chapter 5 of Technical Norms for electric transmission network approved by ANRE decision nr.266 from 20.11.2007.
The process is split in several stages:
1) Request for issuing of the technical permit for connection, by written request to SE "Moldelectrica". The permit is required for connection to the grid of power plants and consumers which request for connection to the SE "Moldelectrica" grid. To the written request should include as well the information indicated in Chapter 5 of Technical Norms for electric transmission network, description and technical characteristic of the equipment that is to be connected, geographical location, electrical scheme on which the length and type of connection line is indicated.
In cases of connection to other network, the permit should be issued by the owner/operator of the grid to which the connection is envisaged and the grid owner/operator should take into consideration the available capacity of transmission grid and system operator requirements related to power plant connetion.
It is recommended for the one requesting the connection permit, to perform a preliminary analysis regarding the connection and to present proposals and possible options for connection, as to take into consideration of local conditions (e.g. geographic, topological) and optimal technical and economical aspects of the connection.
SE "Moldelectrica" is in right to request for additional information in the process of issuing the grid connection permit.
2) The actual issuing by SE "Moldelectrica" of the grid connection permit after the analysis of presented documents and internal approval. The grid connection permit shall include general terms, the object and validity terms, approved connection power, description of the approved connection solution and delimitation point between SE Moldelectrica and party requesting the connection, requirment according to technical normes, special terms, requirements for metering, responsability of the requesting party, preliminary list of works, equipment and materials for connection instalation, technical requirments and other terms.
3) In cases of connection to the SE "Moldelectrica" grid and confirmation of connection process continuation, SE Moldelectrica is to issue a connection contract offer at written request of the connection requesting party. Based on connection contract a connection fee is to be paid to the grid operator, which is the cost of all works, equipment and materials necessary for connection installation in order to connect the production installations, as per grid connection permit.
4) After grid connection contract has been signed, the works related to connection installation should be caried out as well as any testing required against the consumer/producer instalations, in order to prepare for connection and verify compliance with technical requirements.
5) Signing of delimitation documents and operational agreement.
6) Connection to the grid after establishment of adequate contractual framework for buying or/and selling electricity.
