Cross-border capacity allocation is carried out in accordance with the legislation of the European Union, Romania, Ukraine, and the Republic of Moldova. The national regulatory framework governing this area includes:

• LAW no. 107 of 27.05.2016 on electricity;
• The electricity market rules, approved by ANRE Decision no. 283 of 07.08.2020;
• The Regulation on connection to electrical networks and the provision of electricity transport and distribution services, approved by ANRE Decision no. 168 of 31.05.2019;
• The Regulation on access to electricity transport networks for cross-border exchanges and congestion management in the power system, approved by ANRE Decision no. 424 of 22.11.2019;;
• Allocation agreements with TSOs of neighboring countries;
• Procedures and instructions of the TSO.

Interconnection capacity allocation between the Romanian Power System and the Moldovan

The allocation of interconnection capacity between the Romanian Power System and the Moldovan Power System is carried out based on joint annual, monthly, and daily auctions held on the Allocation Platform managed by С.N.T.E.E. TRANSELECTRICA S.A.

Interconnection capacity allocation between the Ukrainian Power System and the Moldovan Power System

The allocation of interconnection capacity between the Ukrainian Power System and the Moldovan Power System is carried out based on joint annual, monthly, and daily auctions.
Joint monthly and daily auctions have been launched starting from March 2024 and are conducted on the Allocation Platform managed by NEK "Ukrenergo."
