PPE registration
In accordance with ANRE Decision No. 283 of 07.08.2020 regarding the approval of the Rules of the Electricity Market, the Transmission System Operator (TSO) has the possibility to buy and sell forecasted electricity for balancing the necessary capacities required and offered by electricity from/to market participants operating generating units and/or dispatchable consumption points (GU/DC).
The activity of buying and selling balancing electricity is carried out in accordance with the Framework Contract for Participation in the Balancing Electricity Market.
For registration, the wholesale market participant must meet the following requirements:
- Sign a Balancing contract with TSO;
- Deposit financial guarantees in accordance with Legea nr. 107 din 27.05.2016 cu privire la energia electrică și Procedura “Garanții Financiare”;
- Accept the Framework Contract for Participation in the Balancing Electricity Market, approved by ANRE Decision No. 365 of 25.08.2021;
- Familiarize themselves with the “Requirements for Registration as a Participant in the Balancing Electricity Market” Procedure, approved by ANRE Decision No. 365 of 25.08.2021;

Submit the reference documents:
- Application for registration as a Participant in the Balancing Electricity Market (Annex No. 1 to the Balancing Market Requirements Procedure)
- List of Capacities and Technical Characteristics for each GU/DC (Annex No. 2 to the Balancing Market Requirements Procedure);
- A copy of the ANRE license (if applicable);
- A copy of the qualification document to provide separate system services for each GU/DC;
- Information related to the connection points and metering for the GU/DC owned by the Balancing Market Participan (Annex No. 4 to the Balancing Market Requirements Procedure).
After completing the registration procedure, the Balancing Market Participant will receive:
- The Balancing Electricity Market Participation Contract, signed by Moldelectrica;
- Access to the “Provision of Balancing Services” section of the TSO's information system, with the possibility to submit daily and fixed offers.
